Here’s something Sirhan Sirhan, Charles Manson, and Scott Peterson have in common: All three murderers are currently classified as “low risk” by the California Department of Corrections and Rehabilitation–and indicator of an inmate’s chances of reconviction and a leading criteria for parole.
