Why are Republicans making so much out of Benghazi and the IRS? One reason is because the economy is on the rebound, and that changes the equation for the 2014 midterm elections. As President Obama's approval rating for his handling of the economy improves, it becomes more difficult for Republicans to use the strategy they've used for the past four years.
