Watch All In with Chris Hayes tonight for the latest on a major partisan debate now coming to a head in the Senate. Much to the frustration of Democrats, Senate Republicans have been blocking Obama nominees from coming to a vote using a rule allowing them to filibuster indefinitely unless the Democrats can muster a supermajority. With important nominees to the National Labor Relations Board, Consumer Financial Protection Bureau and Bureau of Alcohol, Tobacco and Firearms currently stalled by GOP filibuster threats, Majority Leader Harry Reid is for the first time this week talking openly about using a controversial procedural maneuver called the "nuclear option" to change the rule. Democratic Rep. Linda Sanchez of California, co-founder of the Labor and Working Families Caucus, Larry Cohen, President of the Communications Workers of America, and Democratic Senators Jeff Merkley of Oregon and Sherrod Brown of Ohio will join Chris Hayes to talk about this unprecedented potential move.

Plus: If you are the victim of a crime in Detroit, expect to wait an average of 58 minutes for police to arrive. Most residents say they would not even call 911 in the event of a major medical emergency. Jo Ann Watson, Detroit City Council Member and former executive director of the Detroit NAACP, will join Chris Hayes to discuss the unacceptable state of emergency services in the debt-ridden city.

Later, Chris Hayes will delve into Senator Rand Paul and former Rep. Ron Paul’s associations with white supremacy, on the heels of the news that a member of Sen. Paul’s staff has voiced pro-secessionist views--including support for the assassination of President Abraham Lincoln.

We’ll also have the latest on the ongoing battle for women’s health rights in Texas, where Senate Democrats and activists kicked off a bus tour/campaign Tuesday against proposed abortion restrictions. State Rep. Senfronia Thompson and Jordan Goldberg, NY State Advocacy Counsel for the Center for Reproductive Rights, will join the table to talk about the bill that the House is now debating in a second special session. Chris Hayes will also talk to Janet Colm, President & CEO of Planned Parenthood of Central North Carolina, where she and 63 others were arrested in the latest “Moral Monday” protests against a bill that would limit access to abortion.
