				<content:encoded><![CDATA[<p>In the third case of sexual misconduct in the military in the past couple of months Army Sgt. Michael McClendon is accused of planting a hidden camera in the showers and locker rooms at West Point to record female cadets. Pentagon officials have relieved him of his duties and transferred him to Fort Drum, an army base in northern New York.</p>
<p>McClendon&#8217;s suspension follows two cases of other men in charge of sexual assault prevention in the military being accused of assaults themselves.</p>
<p>&#8220;Obviously he&#8217;s an idiot,&#8221; said Colonel Jack Jacobs, a Medal of Honor recipient and West Point instructor,  on <em>Jansing &amp; Co.</em> Thursday.<em> </em></p>
<p>Jacobs said there are a number of factors that can contribute to alleged cases like this one, including: lack of supervision, a lack of command emphasis, and complacency.</p>
<p>&#8220;I think when you have these cases over and over again and there&#8217;s no response and there&#8217;s no accountability for these kinds of rapes and crimes it allows the culture to continue,&#8221; Senator Kirsten Gillibrand said on <em>NBC&#8217;s Today</em> Thursday.</p>
<p>Former Army Specialist BriGette McCoy, who was raped while she was in the service and testified before Congress, talked openly about sexual assault in the military.</p>
<p>&#8220;I think this culture has been ongoing for a while and what&#8217;s happening now is just that we&#8217;re starting to see actually what&#8217;s going on,&#8221; McCoy said on <em>Jansing &amp; Co.</em></p>

				<content:encoded><![CDATA[<p>A safe room saved a Moore couple and their neighbors from injury when a massive tornado hit the Oklahoma town Monday. Their home was destroyed and they believe they wouldn&#8217;t have survived otherwise. The couple walked inside and once the tornado was getting close, they thought they heard hail. But, what they actually heard was their neighbors banging on the door to be let inside.</p>
<p>&#8220;And as soon as they stepped [inside] we heard it go by,&#8221; the owner said.</p>
<p>&#8220;How close was it from the time you let you neighbors in, to when it passed?&#8221; Chris Jansing asked.</p>
<p>&#8220;It was about a minute,&#8221; he answered.</p>
<p>Chris Jansing toured the 12-by-14 room Wednesday. It came with the home when the owners purchased it.</p>
<p>Only 10% of homes in Moore have shelters. The Mayor plans to propose an ordinance to mandate new homes must be built with one. A pre-fabricated shelter starts at $4 thousand and could typically cost between eight and ten thousand dollars.</p>
<p>&#8220;It&#8217;s a personal choice,&#8221; said Lt. Governor Todd Lamb Wednesday. &#8220;We don&#8217;t have a shelter at my home, just three days ago, my family did what just happened there. My family, my wife, our kids went next door to our neighbors pounded on the door went inside their shelter.&#8221;</p>
<p>There is no community shelter in Moore and neither Plaza Towers Elementary School, nor Briarwood Elementary school had shelters. Both took directed hits from the tornado.</p>
<p>&#8220;It&#8217;s something to think about. I think you&#8217;ll see a public debate on securing and having shelters for schools,&#8221; Lamb said.</p>

				<content:encoded><![CDATA[<p>Moore resident Melody Hughes was at work Monday night, when her home was flattened by the tornado that blasted through Oklahoma. She&#8217;s a nurse for a neurosurgeon. She has no home to go back to, but one of the bright spots through all the devastation: she was reunited with Toby, who wagged his tail happily as she petted him.</p>
<p>She was also working May 3rd, when the last tornado hit Moore in 1999. At that time she helped the Red Cross in her neighborhood and says the outpouring of support and people willing to help has already been overwhelming.</p>
<p>&#8220;There&#8217;s other people that need better help than I do right now with the kids that were lost, the kids that were saved, there&#8217;s just a need for nurses,&#8221; Hughes said.</p>

				<content:encoded><![CDATA[<p>The Obama administration is on defense dealing with the fallout from three separate controversies: the IRS targeting of conservative groups, fallout from the September attack in Benghazi, and the Justice Department seizing Associated Press phone records.</p>
<p>&#8220;Admittedly it&#8217;s hard to follow all these scandals or screw-ups, however we ultimately characterize them, between IRS, the Associated Press, Health and Human Services [and] Benghazi,&#8221; said Congressman Todd Young, an Indiana Republican on the Ways and Means Committee.</p>
<p>Friday, at a House hearing, Young and his colleagues will question the acting IRS chief Steven Miller about the agency targeting tea party groups for increased scrutiny. For now, he&#8217;s not sure if a special prosecutor is necessary, although the Republican Governor&#8217;s Association is already calling for one. Young wants to know if someone directed the extra scrutiny or if this is a spontaneous response from the Cincinnati field office. The Indiana Congressman will also question the IRS chief about timing.</p>
<p>&#8220;Who knew what and when did they know it?&#8221; Young asked on <em>Jansing &amp; Co.</em> &#8220;We need to get to the bottom of that.&#8221;</p>
<p>The White House is also dealing with the fallout from a Justice Department investigation. The Associated Press reports dozens of journalists had their phone records secretly collected. In a letter to Attorney General Eric Holder, the AP CEO writes it was a &#8220;massive and unprecedented intrusion&#8221; and &#8220;there can be no possible justification for such an overbroad collection of the telephone communications&#8221;.</p>
<p>Obama Administration Press Secretary Jay Carney referred questions on the scandal to the Department of Justice.</p>
<p>&#8220;Other than press reports, we have no knowledge of any attempt by the Justice Department to seek phone records of the AP. We are not involved in decisions made in connection with criminal investigations, as those matters are handled independently by the Justice Department,&#8221; said Carney in a statement released Monday evening.</p>
<p>The AP story, along with the IRS incident and continued interest in what happened in Benghazi, led some to ask if the White House has a crisis management problem.</p>
<p>&#8220;The President has to be asking himself, am I surrounded by the right people? Do I have people on my team who really are effective crisis managers?&#8221; said Ron Fournier from <em>National Journal </em>on<em> Jansing &amp; Co. </em></p>
<p>&#8220;I don&#8217;t see how it can&#8217;t, at the least, be a major distraction,&#8221; said Lynn Sweet, <em>Chicago Sun-Times</em>.</p>

				<content:encoded><![CDATA[<p>President Obama plans to put the focus back on health care Friday afternoon, specifically in how his landmark legislation—the Affordable Care Act—helps women. He&#8217;ll deliver a speech surrounded by women and families who are already benefiting from the new law.</p>
<p>&#8220;This is already working, we did this health care bill because health care was 17 -18%  of GDP and we could not afford to let that go on and we were not getting the best health care for the money we were spending,&#8221; Rep. Louise Slaughter, a New York Democrat, said on<em> Jansing &amp; Co.</em></p>
<p>The state of Colorado is already launching a <a href="http://capsules.kaiserhealthnews.org/index.php/2013/05/colorado-launches-2m-ad-campaign-for-new-online-marketplace/">two million dollar</a> ad campaign in both print and on television to try and get people to sign up. The ads do not mention the phrase &#8220;Obamacare.&#8221; A narrator states, &#8220;When health care companies compete, there is only one winner: you.”</p>
<p>&#8220;Obviously you can&#8217;t do something this massive and go door-to-door explaining it to everyone,&#8221; Slaughter said.</p>
<p>The health care roll-out will be crucial on two fronts: for the success of the law and also for the 2014 midterm elections. Republicans plan to make health care an issue again. Next week House Republicans will take their 38th vote to roll the law back—but the first one, this year.</p>
<p>&#8220;Well, we&#8217;ve got 70 new members that have not had the opportunity to vote on the president&#8217;s health care law. Frankly, they&#8217;ve been asking for an opportunity to vote on it, and we&#8217;re going to give it to them,&#8221; House Speaker John Boehner said on Thursday.</p>
<p>The White House event Friday is geared toward women and families.</p>
<p>&#8220;They want mothers to become validators for this law,&#8221; <em>The Grio&#8217;s </em>Perry Bacon said on MSNBC.</p>
<p>It could help boost public perception about a law that&#8217;s still seen as confusing.</p>
<p>&#8220;There&#8217;s just about any poll you look at, there are more people who say they don&#8217;t like the law than say they do,&#8221; Karen Tumulty of <em>The Washington Post</em> said.</p>
<p>According to a <a href="http://kff.org/health-reform/poll-finding/kaiser-health-tracking-poll-april-2013/">Kasier Family Health Tracking poll</a>, 42% of Americans don&#8217;t know what the health care law is, included in that, 12% who think it&#8217;s been repealed and seven percent who think it got struck down by the Supreme Court.</p>

				<content:encoded><![CDATA[<p>Maryland Rep. Chris Van Hollen, the ranking Democrat on the House Budget Committee, on Thursday railed against a bill proposed by Republicans to prioritize debt payments.</p>
<p>&#8220;Of all the bad ideas we’ve seen come to the floor of the House of Representatives, this is one of the worst—what it says is that the United States will not pay all of its bills,&#8221; Van Hollen said on <em>Jansing &amp; Co. </em></p>
<p>The bill, expected to pass the House Thursday, proposes that in the event the country hits the debt ceiling, the government will pay U.S. bondholders first. Next in line for payment would be people on Social Security. Democrats are seizing on a interview where Speaker Boehner effectively admitted that governments like China would be paid before troops.</p>
<p>&#8220;Listen, those who have loaned us money, like in any other proceeding, if you will, court proceeding, the bondholders usually get paid first,&#8221; Boehner told <em>Bloomberg Television</em> on Tuesday. &#8220;Same thing here.&#8221;</p>
<p>&#8220;The bills that we’re that gonna pay are to bond holders, like the government of China, but we’re not gonna pay our troops, or our veterans, or other obligations of the United States government. That sends a terrible signal to people around the country. A terrible signal to credit markets. And it would create huge damage to our economy,&#8221; Van Hollen said.</p>

				<content:encoded><![CDATA[<p>New York Democrat Steve Israel is proposing legislation to make new plastic guns illegal. <a href="http://www.youtube.com/watch?feature=player_embedded&amp;v=drPz6n6UXQY">A new video</a> shows a man firing a fully-functioning gun, made from a 3-D printer. The video has over 1.3 million views.</p>
<p>&#8220;I have nothing against 3-D printers, they are transformational, but I don&#8217;t think it&#8217;s a good idea for us to make it easier for terrorists and criminals to make a plastic gun and bring it on to an airplane,&#8221; Israel said on <em>Jansing &amp; Co. </em>&#8220;Metal detectors are a pretty good idea to keep our planes safe, but if you can make a gun entirely out of plastic and bring that gun onto a plane and you&#8217;re a terrorist or a bad guy—bad idea.&#8221;</p>
<p>Israel wants to update the <a href="http://www.nbcnews.com/technology/futureoftech/us-representative-calls-outlawing-3-d-printed-gun-magazines-1B8035746">Undetectable Firearms Act</a>, adopted in 1988, and set to expire this year. Considering the Senate has already voted down background checks legislation and other new gun measures, it&#8217;s unclear what support this bill will have.</p>
<p>&#8220;I&#8217;ve committed the sin of using the words common sense and House Republicans in the same sentence, forgive me for that. I can&#8217;t imagine any reason why anybody in Congress wouldn&#8217;t want to keep their constituents safer,&#8221; Israel said.</p>
<p>Israel admitted that he had no Republican co-sponsors for the bill.</p>
<p>It&#8217;s worth noting, at least for now, it&#8217;s incredibly expensive to buy a 3-D printer. The cost is around eight thousand dollars.</p>

<p>&#8220;Our veterans sacrifice and their service should be matched by a commensurate effort by the administration to process these claims expeditiously,&#8221; Casey said on <em>Jansing &amp; Co.</em> Monday.<em> </em></p>

				<content:encoded><![CDATA[<p>More than 70,000 people are expected to attend the <a href="http://tv.msnbc.com/2013/05/03/fringe-festival-cruz-palin-beck-headline-nra-confab/">National Rifle Association&#8217;s annual convention</a> that kicked off Friday, just weeks after a bill proposing to expand background checks on gun sales was torpedoed in the Senate.</p>
<p>Victims of gun violence and pro-gun safety groups are slated to provide a passionate counter to the massive NRA event with their own media appearances and ads in attempts to mount an anti-gun violence collective against the influential lobbying group.</p>
<p>&#8220;Nobody ever underestimated the stranglehold that the NRA and the other special interests have in this process because they have spread myths and misconceptions so artfully and aggressively and assiduously over the years,&#8221; Sen. Richard Blumenthal D-Conn., said on MSNBC&#8217;s <em>Jansing &amp; Co. </em>Friday.</p>
<p>Blumenthal went on to say that a &#8220;very profound and historic change&#8221; will turn the tide on the NRA&#8217;s influence. He insisted that gun-safety groups are geared up for a long-term fight; they&#8217;re better organized and funded. At least one relative of a Newtown victim is expected to attend the NRA convention. Another group plans to set up across the street and read 4,000 names of victims of gun violence. <a href="http://www.demandaction.org/zina">Mayors Against Illegal Guns </a>will air an ad in the Houston market on background checks.</p>
<p>The NRA sees the annual convention as a way to keep membership engaged and fired up. The speakers include Senator Ted Cruz, Sarah Palin, and Ted Nugent and the NRA slogan this year is &#8220;stand and fight&#8221;.</p>
<p>Senators who voted in favor of the defeated background checks are seeing some political rewards. <a href="http://www.publicpolicypolling.com/main/2013/05/hagan-landrieu-gun-voters-could-help-in-2014.html">New polling</a> shows voters are more likely to support Sens. Kay Hagan and Mary Landrieu, both Democrats, because of their vote for background checks. And Sen. John McCain received <a href="http://tv.msnbc.com/2013/05/03/roses-bestowed-on-mccain-for-background-check-vote/">19 roses</a> and a round of applause from Tucson shooting victims for his vote at a town hall meeting.</p>
<p>&#8220;The moment with Sen. McCain was a hugely powerful one, those roses and the support that he&#8217;s receiving along with Mary Landrieu of Louisiana and Kay Hagan of North Carolina reflect something profound happening to the American public,&#8221; Blumenthal said. &#8220;They are not letting this issue go away.&#8221;</p>

The Democrat admits just three of the members who&#8217;ve signed on are Republicans. Thompson told MSNBC&#8217;s Chris Jansing that some members of the GOP tell him they are in favor of background checks, but don&#8217;t want their names out in front.</p>
<blockquote><p>&#8220;I&#8217;ve also heard from Republicans colleagues, who have told me that although the poll numbers in their districts are over the top in favor of background checks, that they haven&#8217;t heard from any constituents in their district,&#8221; Thompson said.</p>
<p>&#8220;Do you believe that? Do you think there are members of Congress who haven&#8217;t heard anything from their constituents about this &#8211; which has to be the most talked about, most hot-button issue?&#8221; Chris Jansing asked.</p>
<p>&#8220;Well, I think that you and I think that,&#8221; Thompson told Jansing, &#8220;there are a lot of folks polled who believe background checks are already the law&#8230; and haven&#8217;t been passionately involved.&#8221;</p></blockquote>
