				<content:encoded><![CDATA[<p>Congressman Sander Levin, the top Democrat on the House Ways and Means Committee, called for Steven Miller and Lois Lerner to step down from the Internal Revenue Service in light of the ongoing scandal in which the agency admitted to targeting conservative groups seeking tax-exempt status for extra scrutiny.</p>
<p>Miller is the acting IRS commissioner, and Lerner is director of the group that oversees tax-exempt groups, which is at the center of the scandal.</p>
<p>A report <a href="http://tv.msnbc.com/2013/05/14/doj-opens-criminal-probe-into-irs-tea-party-scandal/">released Tuesday</a> by the IRS inspector general blamed &#8220;ineffective management&#8221; for the &#8220;inappropriate&#8221; targeting. Questions remain on how far up the chain of command the scandal went and who knew what when.</p>
<p><span style="font-size:13px;">“Based on the report of the Inspector General I think there’s reason to believe that Miller should be released of his responsibilities, as well as Lerner,” said Rep. Levin of Michigan on Wednesday&#8217;s <em>The Daily Rundown</em>. “There was such total mismanagement.&#8217;</span></p>
<p>Levin continued on to echo comments made by President Obama, calling the incident &#8220;inexcusable.&#8221;</p>
<p>“I think there was a failure of oversight by them and there was a failure when they got more information to come and tell us that,” he said. “The president called this inexcusable and outrageous and I think that’s true.”</p>
<p>The House Ways and Means Committee planned to hold a hearing on Friday to examine the IRS scandal.</p>

				<content:encoded><![CDATA[<p>In the wake of the Boston Marathon bombings cities throughout the country are struggling to find ways to protect themselves during major events, and Philadelphia isn&#8217;t taking any chances with an upcoming running event this weekend.</p>
<p>Philadelphia Mayor Michael Nutter, a Democrat, says the specter of Boston and security concerns are at the top of his mind as his city prepares for its annual Broad Street race this Sunday, the country&#8217;s largest ten-miler.</p>
<p>&#8220;There will be an enhanced police presence, there&#8217;s been even more coordination, and certainly learning from the tragedy in Boston,&#8221; Mayor Nutter said on Friday&#8217;s <em>The Daily Rundown</em>. &#8220;There are procedures that we will take, some seen, some unseen.&#8221;</p>
<p>In addition to increased security personnel, bags and backpacks have been banned at the finish line and the city has added evacuation centers along the race course.</p>
<p>Mayor Nutter said he also supports the use of surveillance cameras, and his administration has recently encouraged business owners to participate with the city&#8217;s &#8220;Safe Cam&#8221; program in addition to the city&#8217;s own network.  The program allows business owners with cameras in public spaces to register them with the city.</p>
<p>&#8220;Allowing the police to tie into private sector camera networks expands your ability to see what is going on across the city and I absolutely support that,&#8221; said Nutter.</p>
<p>Former House Homeland Security Committee Chairman Peter King, R-N.Y., has recently pushed for more surveillance cameras in public places in major cities as a way to combat terrorism.</p>

				<content:encoded><![CDATA[<p>Immigration reform took another step forward as the Gang of Eight group of senators appeared to <a href="http://www.nytimes.com/2013/04/11/us/politics/bipartisan-group-of-senators-agrees-on-outline-of-immigration-bill.html">reach an agreement</a> on a path to citizenship and border security. The proposal is expected in the next few days.</p>
<p>Rep. Mario Diaz-Balart (R-FL), who is part of the bipartisan group in the House working up an  <a href="http://www.nytimes.com/2013/04/03/us/politics/house-groups-immigration-bill-takes-shape.html?_r=0">immigration deal</a>, greeted his colleagues&#8217; proposal with muted optimism.</p>
<p>&#8220;I&#8217;m a realist,&#8221; Diaz-Balart (R-FL) said on <em>The Daily Rundown</em> Thursday. &#8220;I don&#8217;t think because it&#8217;s a bipartisan effort, something that&#8217;s rare up here, that the world is going to say: &#8216;Great job, guys.&#8217; I think both extremes are going to be critical. The important thing is to stay on the issue.&#8221;</p>
<p>With both chambers negotiating separate immigration proposals, there is concern over how the two sides will come to an agreement, particularly on the path to citizenship.</p>
<p>&#8220;We&#8217;re on the same planet.&#8221; Rep. Luis Guttierez (D-IL), one of the House negotiators, said of the two immigration proposals. &#8220;The approaches will be different. The House of Representatives has different considerations than the Senate does and we need to get 218 votes, that&#8217;s our goal.&#8221;</p>

				<content:encoded><![CDATA[<p>New Jersey Sen. Bob Menendez on Wednesday addressed the on-going scandal surrounding his friend and major Democratic donor Dr. Salomon Melgen saying he has not been interviewed by federal authorities.</p>
<p>&#8220;We welcome any review by any entity because at the end of the day we know that a review will prove that we have acted appropriately at all times,&#8221; Menendez, a Democrat, told Chuck Todd in an exclusive interview with <em>The Daily Rundown</em>.</p>
<p>Melgen, who has donated over $700,000 to various Democratic groups and campaigns, including Menendez&#8217;s, is currently under investigation for allegedly fraudulent Medicare billing. According to a report by the <em><a title="The Washington Post" href="http://www.washingtonpost.com/politics/grand-jury-investigating-sen-robert-menendez-d-nj-people-familiar-with-probe-say/2013/03/14/2eb4fad4-8b24-11e2-9838-d62f083ba93f_print.html">Washington Post</a></em>, investigators are also examining Menendez&#8217;s role in advocating on behalf of Melgen in a port-security contract with the Dominican Republic and with federal health care officials over the medical billing.</p>
<p>When asked if he acted above and beyond how he normally would for other constituents, Menendez said he acted appropriately.</p>
<p>&#8220;We have all types of constituents, both in New Jersey and from across the country who bring us issues,&#8221; said Menendez. &#8220;We look at those issues, we make a determination as to whether or not those issues have legitimacy, and then we make a decision to pursue it ourselves if we think that the issue has legitimacy. in this case as in every other case, that&#8217;s the road that we followed. it&#8217;s the same road for everyone.&#8221;</p>

				<content:encoded><![CDATA[<p>President Obama is <a title="getting some heat" href="http://thecaucus.blogs.nytimes.com/2013/04/04/obamas-remarks-about-californias-attorney-general-raise-eyebrows/">getting some heat </a>for his comments about California Attorney General Kamala Harris, but don&#8217;t count Los Angeles mayoral candidate Wendy Greuel among his critics.</p>
<p>While attending a California fundraiser, the president acknowledged several guests, including Harris.</p>
<p>&#8220;She is brilliant and she is dedicated and she is tough, and she is exactly what you&#8217;d want in anybody who is administering the law, and making sure that everybody is getting a fair shake,&#8221; Obama said of Harris. &#8220;She also happens to be by far the best-looking attorney general in the country&#8221;</p>
<p>As the crowd reacted with some scattered applause, he added, “It’s true! Come on!”</p>
<p>When MSNBC host Chuck Todd asked about the comments during an interview on <em>The Daily Rundown</em>, Los Angeles Controller Wendy Greuel dismissed the criticism.</p>
<p>&#8220;The president was of course talking about her accomplishments and what she&#8217;s done,&#8221; said Greuel. &#8220;As a woman, you&#8217;re always pleased when someone says you&#8217;re good-looking.&#8221;</p>
<p>Greuel, who is vying to become the first female mayor in L.A. history, faces off against fellow Democrat L.A. City Councilman Eric Garcetti on May 21.</p>

				<content:encoded><![CDATA[<p>November’s election brought more than 80 new members to Congress this year. As they get to know the ways of Washington, they’re also doing something that some say could help to make Capitol Hill more productive: Trying to get to know each other.</p>
<p>The efforts kicked off Friday with a presentation by Microsoft founder Bill Gates, who spoke to more than 60 freshmen from both sides of the aisle. The newest batch of freshmen are hoping for more civility with their colleagues than has been on display in recent years.</p>
<p>Chuck Todd spoke with freshmen Rep. Matt Cartwright, D-Penn., and Rep. Luke Messer, R-Ind.,on Monday’s show as part of <em>The Daily Rundown</em>’s ongoing series introducing all of the new House members.</p>
<p>“What we understand is there are a lot more things that we will agree on if we spend more time together,” said Cartwright. “We’ll at least come to respect each other and enjoy each other’s company.”</p>
<p>Cartwright is one of four presidents of the Democrats’ freshman class along with Reps. Joaquin Castro, D-Texas,  John Delaney, D-Md., and Michelle Lujan Grisham, D-N.M.</p>
<p>“It’s much harder to demonize someone that you like,” said Messer, who serves as the Republican freshman class president. “We can work together if we get to know each other. “</p>

				<content:encoded><![CDATA[<p>After more than a week of bipartisan outreach by President Obama, at least one Republican expressed optimism on reaching a budget deal.</p>
<p>&#8220;There&#8217;s definitely a grand bargain that can be put together,&#8221; Sen. John Hoeven, R-N.D., said to <em>The Daily Rundown&#8217;s</em> Chuck Todd Thursday. &#8220;That means pro-growth tax reform and revenue from higher growth not higher taxes combined with entitlement reform.&#8221;</p>
<p>Hoeven encouraged the president to continue his Congressional outreach.</p>
<p>&#8220;The president needs to stay engaged in Congress as we work on these issues,&#8221; said Hoeven. &#8220;As long as he stays working with us we have a better chance to solve the problems we face.&#8221;</p>
<p>The North Dakota senator&#8217;s optimism comes less than 24 hours after House Republicans gave mixed reactions to the president&#8217;s visit with their caucus.</p>
<p>&#8220;Republicans want to balance the budget; the president doesn&#8217;t. The Republicans want to solve our long-term debt problem; the president doesn&#8217;t,&#8221; said House Speaker John Boehner, R-Ohio. &#8220;But having said that, [the meeting with President Obama] was a good start.&#8221;</p>
<p>President Obama&#8217;s outreach to House Republicans came on the same day that he spoke with the newly reorganized committee Organizing for Action leading some to question the president’s motives to reach out on Capitol Hill.</p>

				<content:encoded><![CDATA[<p>Who says bipartisanship is dead? Certainly not Florida Reps. Debbie Wasserman Schultz, a Democrat, and Republican Daniel Webster.</p>
<p>The one-time colleagues in Florida’s state legislature started a dinner club on Capitol Hill that includes more than two dozen members from both parties.</p>
<p>&#8220;You&#8217;re a lot more likely to be willing to work with someone that you like and that you know,&#8221; Rep. Wasserman Schultz said. &#8220;When you know someone personally and realize that they&#8217;re not the ogre that has been portrayed it&#8217;s a lot easier to work with them.&#8221;</p>
<p>The group started out small with the two lawmakers bringing a handful of members from their own parties to the first group dinner.  To come to subsequent dinners, each previously invited guest had to invite a date from the opposing party.  Wasserman Schultz, who also chairs the Democratic National Committee, is hoping that the regular dinners will bring more open dialogue.</p>
<p>&#8220;We&#8217;re actually finally evolving because we have people who have continued to come and then word has spread. We&#8217;re starting to talk about issues now and our difference,&#8221; said Wasserman Schultz. &#8220;We&#8217;ve even had progressive and Tea Party members come to these dinners, where we can sort of not have anyone around and really be open and honest about what we think should happen and how we can get there.&#8221;</p>

				<content:encoded><![CDATA[<p>Republican West Virginia Senate candidate Rep. Shelley Moore Capito is downplaying the role outside groups could have in her Senate campaign.</p>
<p>&#8220;I live in West Virginia and my first loyalties and my first priorities are to the people of West Virginia,&#8221; Capito said to Chuck Todd on <em>The Daily Rundown</em> Tuesday. &#8220;I didn&#8217;t come to Congress to be rated by a national group. I came to Congress to help the people that I serve and I&#8217;m going to keep doing that.&#8221;</p>
<p>On the day Capito announced her bid for Sen. Jay Rockefeller&#8217;s, D-W.Va, seat, who later announced his retirement, the conservative Club for Growth issued a statement hitting the congresswoman for her &#8220;establishment record.&#8221; </p>
<p>The tax-focused group played an active role in Republican primaries during the 2012 campaign, spending more than $17 million on ads with mixed results.  Many Republicans now see last year’s election as a lost opportunity to win control of the Senate after conservative candidates made major gaffes, costing them competitive seats in Missouri and Indiana. Capito reminded viewers of this reality.</p>
<p>&#8220;I think we have to look at what&#8217;s at stake here and that&#8217;s control of the United States Senate. &#8221; said Capito. &#8220;Electability is extremely important.&#8221;</p>
<p>So far, no major Republican candidates have announced a potential run against Capito.</p>
